Short answer: At four, a child is between the three-wheel toddler stage and the two-wheel school stage. Check wheel count, stem range, and a brake they reach.

Four is the awkward middle of scooter ownership: old enough for a two-wheeler in many cases, young enough that a three-wheeler still removes fear. This guide covers how to pick without guessing.
Start with the wheel count
Many four-year-olds do well on a lean-to-steer three-wheeler because it stays up on its own. If the child already rides a balance bike confidently, a small two-wheeler is a reasonable step. The [3 vs 2 wheel guide](/guides/beginner/kids-scooter-3-vs-2-wheel) lays out the handoff.
Stem height beats the age label
Check the adjustable range, not the box age. A four-year-old needs the handlebar at hip-to-waist height with a slight bend in the elbows. A scooter whose lowest setting is already too high will be outgrown fast or ridden unsafely. The [height guide](/guides/category_spec/kids-scooter-adjustable-height) shows how to read the range.
Brake they can actually use
A rear foot brake should engage with a natural step, not a stretch. Hand brakes on scooters are rare at this age and often too stiff; a foot brake is the safer default.
Deck and wheels
A wide, low deck is easier to stand on and step onto. Wheels around 120mm roll over pavement cracks; smaller wheels suit smooth indoor floors. For a first scooter, bigger is friendlier.
Safety first
A [helmet and pad set](/guides/risk/kids-scooter-helmet-pads) is required, and a four-year-old should ride flat ground away from traffic. The [under-$50 guide](/guides/budget/kids-scooter-under-50) lists what a cheaper first scooter should still include.
